Conceptually:

1. CNOS discovers the repo and workspace context.
2. Loaders contribute entries from files, env, args, and vault-backed refs.
3. CNOS resolves one winning graph.
4. The graph is exposed through runtime APIs, CLI inspection, env export, and browser projection.
