COOP scheduling is not a pure priority sort.
The planner considers multiple signals, including:
- dependency readiness
- effective priority in the current track lens
- delivery scope
- critical-path impact
- capacity and fit signals
- promotion overrides where applicable
That is why coop next and coop list tasks --sort score may not match a strict p0, p1, p2 bucket order.
